Fair and independent redistricting?

This article is interesting in how it talks about a congressional race (AZ09) that has gone from a national priority for both parties to a back- burner race in such a short time. Rep. Sinema beat her Republican challenger by about 10,000 votes while the Libertarian recieved almost 17,000 votes in the 2012 general election, under performing President Obama who won the district. However, Republicans have failed to gain traction and raise money against Sinema, who has no primary challenger and more than $1 million in the bank in a pricey media market. The state also has one of the last primaries in the country slated for August 26th.
